?The time for silence is over,? said Louisiana College President Dr. Joe W. Aguillard, according to a press release. ?Louisiana College will not sit by and allow this or any government to usurp our God-given religious freedoms and our time-honored Baptist heritage.?
Louisiana College?s legal complaint argues that the mandate?s coercive requirement and lack of a robust religious exemption infringe on the school?s First Amendment rights to free exercise and free speech and Fifth Amendment right to due process. COMAYAGUA, Honduras (Reuters) ? A massive fire raged through an overcrowded prison in Honduras, killing more than 350 inmates, many of them trapped and screaming inside their cells.
It was one of the world's worst prison fires and was apparently started by one of the inmates late on Tuesday night at the jail in Comayagua, about 75 km (45 miles) north of the capital Tegucigalpa.
By the end of it, 359 people were dead, said Danelia Ferrera, a senior official at the attorney general's office.
"It's a terrible scene ... Our staff went into the cells and the bodies are charred, most of them are unrecognizable," Ferrera told Reuters, adding officials would have to use dental records and DNA in many cases to identify those killed.
A convict was suspected of starting the blaze, said the governor of Comayagua province, Paola Castro.
"One inmate got in touch with me just after 11 p.m. to say another inmate had set fire to the prison in block number 6, presumably by setting fire to a mattress," she said, noting she had met the prisoner during her social work at the prison.
Jails are stuffed full of convicts in Honduras, which is ravaged by violent street gangs, brutal drug traffickers and rampant poverty. According to the United Nations, the country has the highest murder rate in the world.
Violence on the streets is mirrored by frequent riots and deadly clashes between rival gangs behind bars.
But the carnage in the Comayagua prison was shocking even by Honduran standards. Chaos erupted after the blaze took hold.
"We heard screaming from the people who caught on fire," one prisoner told reporters, showing fingers he fractured escaping the blaze. "We had to push up the roof panels to get out."
Injured inmates were filmed being carried out of the jail, some crawling with visible burns.
By the time Red Cross volunteer Jose Manuel Gomez arrived, all he could do for many was gather up their remains.
"We're placing them into bags in parts because when we grab them, they disintegrate," he said.
The inferno was the third major prison fire in Honduras since 2003 with dilapidated jails packed at more than double their capacity across the Central American nation.
Worried and angry relatives surrounded the prison on Wednesday morning, at one point throwing rocks at police and trying to force their way inside the prison.
Police responded by firing shots into the air and shooting tear gas at protesters, most of whom were women.
President Porfirio Lobo said he had suspended the director of the Comayagua prison and the head of the national prison system to ensure a thorough investigation.
He promised to "take urgent measures to deal with this tragedy, which has plunged all Hondurans into mourning."
Police reported that one of the dead was a woman who had stayed overnight at the prison and the rest were inmates, but noted some of those presumed dead could have escaped.

Honduras' violent street gangs, known as 'maras', gained power inside Hispanic neighborhoods in the United States in the 1980s and then spread down into Central America. Their members wear distinctive tattoos and are involved in drugs and weapons trafficking, armed robbery and protection rackets.
A local police chief read out the names of 457 survivors outside the prison on Wednesday, but relatives still clamored for more information.
"This is desperate, they won't tell us anything and I think my husband is dead," a crying Gregoria Zelaya told Canal 5 TV as she stood by a chain link fence.
Officials are still investigating the cause. They said earlier on Wednesday that a short circuit might have been behind the blaze at the Comayagua prison, which housed more than 850 inmates, well above its limit of around 500.
The country's penitentiaries are meant to hold 6,000 but the prison population is more than 12,500.
In 2003, a fire broke out after a riot in another prison in northern Honduras, killing 68 people. A scandal ensued when an investigation found that police and prison staff had shot and stabbed inmates in the melee.
The government pledged to improve the crumbling prison system but just a year later more than 100 prisoners were killed in a fire in San Pedro Sula. Survivors of that blaze said guards fired on inmates trying to escape or left them locked up to die.
Honduras had more than 80 homicides per 100,000 people in 2009, a rate 16 times that of the United States, according to a United Nations report last year. A slow and inefficient justice system has stretched jails to bursting point.
The country is a major narcotics trafficking transit point for South American cocaine moving north to consumers in the United States, and authorities say they are grappling with a growing presence of violent Mexican drug cartels.
A political crisis ripped through Honduras in mid-2009 when a widely-condemned coup toppled the democratically elected president but the country has been trying to heal divisions since Lobo was elected later that year.

JACKSON, Miss. ? The parents of two boys who say the teens were punched during high school baseball hazing rituals say they're being victimized again ? this time because they aren't being allowed to play sports after switching schools.
State rules prevent high school students from switching districts just to play sports, ostensibly to prevent star athletes from essentially being recruited by rival districts. But the parents of these two boys say school officials made no effort to help them escape the hazing that sent them both to hospitals for treatment.
Both boys, who were 15 years old at the time of the alleged abuse last year at Picayune Memorial High School, transferred to other schools because they said the verbal tormenting persisted after the physical abuse. But the Mississippi High School Athletic Association ruled them ineligible to play sports, a move that caused one boy's new school to forfeit more than a dozen basketball game wins because he had been on the team.
The boys had applied for a hardship from the association, which would have allowed them to play sports. But the guidelines allow such exceptions only for medical reasons, and the boys' request was denied.
"I want to bring it to the public what they are condoning. They are not worried about the kids," said Brent Travis, who said his son Christian was punched so hard by a teammate in January 2011 that he may have fractured a rib. The doctor couldn't tell on the X-ray because the boy's bruise was so severe, Travis said.
Travis said the boy who punched his son is the Picayune School District superintendent's nephew. The boy was given a two-game suspension, but that was reduced to a one-game suspension, Travis said.
The superintendent, Dean Shaw, didn't respond to a message left by The Associated Press on Friday. Brent Harrell, assistant superintendent, said officials couldn't comment because of pending litigation in a separate case.
Travis' son is the second player to come forward with allegations of hazing at Picayune Memorial. Amy Dixon said she removed both her sons from Picayune after the older one, Jeffrey Dixon Jr., suffered a seizure and was hospitalized after being punched in the chest before a game in April 2011.
No one has been criminally charged.
Dixon and her husband filed a lawsuit in November against the Picayune School District, baseball coach Cayne Stockstill and several players. The lawsuit was filed in Pearl River County Circuit Court, but the school district has asked to have it moved to federal court. The case is pending.
Amy Dixon and Brent Travis said they applied for hardship eligibility for their children to play sports at new schools, but the Mississippi High School Athletic Association turned them down. Christian Travis' new school, Pearl River Central, had to forfeit 15 basketball games because he was ruled ineligible to play after he was on the team.
Dixon said her son isn't using the hazing as an excuse to get to a better team. He had not made the varsity team yet, and she said the hazing forced him to leave a school that had been the defending district champs.
MHSAA rules say students who transfer to another district must sit out for a year before they can play sports again. And they must also live in the district where they play sports.
Christian Travis is likely to be allowed to play sports next year because he is living in the district in which he goes to school. Amy Dixon said it's not that simple for her family. MHSAA told her she'd have to move to the district in which her kids now go to school for them to play sports next year.
"It's not like I can just uproot. I have a house, a mortgage," she said.
Don Hinton, MHSAA's executive director, said the organization couldn't determine that a hardship existed under the association's guidelines, which deal only with medical issues.
Hinton said the students' new schools could approach MHSAA with new developments in the case when the lawsuits are resolved.
"Schools are always open to make requests concerning eligibility issues," he said. "We're always going to try to help our schools and our young people."
Andy Kivlan, athletic director for the Pearl River County School District said school officials felt there should have been a hardship allowance for Travis, "but we stand by the ruling of the association."
Guidelines published in 2009 about the federal No Child Left Behind law say students who are victims of violent crimes at school must be allowed to transfer and participate in activities at their new school. Furthermore, guidelines from 2004 say that victims can transfer even if criminal charges are not filed.
Dixon said the law is on her side because Mississippi adopted the school choice provisions from the federal law in 2002 giving student victims those transfer rights.
Picayune is a city of about 10,800 in Pearl River County, about 50 miles northeast of New Orleans. The Picayune High football team won the Class 5A state championship this past year. The baseball team has a history of high-caliber play, and won the state championship in 2002. That year the Maroon Tide was ranked No. 4 in USA Today's national poll.

BOSTON -- Mitt Romney faulted President Barack Obama's original push to require church-affiliated employers to pay for birth control as an "assault on religion," but as Massachusetts governor, Romney was largely silent about a state law that required virtually the same contraceptive coverage.
The Massachusetts law, which essentially mirrored Obama's proposal, was signed by Romney's predecessor in 2002, the year before he took office. Romney did not seek its repeal.
Despite his silence on the state law, as a presidential candidate Romney attacked Obama's initial proposal, which would have required Catholic-affiliated employers to pay for a service that violates the church's teachings.
"This kind of assault on religion will end if I'm president of the United States," Romney said, calling it "a real blow ... to our friends in the Catholic faith."
On Friday, Obama backed off the requirement, instead saying that workers at religious institutions would be able to get free contraception directly from health insurers.
As governor, Romney made no similar effort to amend or repeal the state law, which required employers that purchase insurance plans in Massachusetts to pay for contraceptives. He did clash with lawmakers about whether Catholic hospitals should be required to dispense emergency contraception to rape victims.
The 2002 law applies to employers who purchase insurance plans in Massachusetts. Larger employers that have private agreements with insurers and are considered self-insured are subject to federal laws.
Following on Romney's struggles to differentiate his state's health-insurance law from the nearly identical national version championed by Obama, the contraception episode is another example of how hard it is for Romney to contrast himself on some key issues with the president he seeks to defeat.
By choosing to engage Obama on such issues, he also adds to the perception that he shifts positions with the political winds.
The closest Romney came to addressing the question of mandated health care coverage was during the debate over what would become Massachusetts' landmark 2006 health care law.
Romney's version of the law would have lifted all mandated insurance benefit requirements for individuals and small businesses insured through what would become the state's health connector. It also would have lifted benefit requirements from subsidized insurance plans.
The goal was mandate-free insurance. But the version of the bill approved by the Democrat-controlled Legislature rejected Romney's proposal and the mandates remained.
Backers of the 2006 law signed by Romney say it actually expanded contraceptive coverage.
"The uninsured individuals who got access to health insurance because of the health law ... all got access to contraceptive coverage because of that law," said John McDonough, former head of the advocacy group Health Care For All.
While Romney was largely silent on the contraceptive coverage mandate, he fought a much more public battle over whether to require hospitals in Massachusetts to dispense emergency contraception to rape victims.
For Romney, the episode pitted his pledge to expand access to emergency contraception against another campaign promise not to change the state's abortion laws.
In the end Romney vetoed the bill, but declined to press any legal challenge to the new law once his veto was overturned by state lawmakers.
The issue surfaced in 2005, three years into his single term as governor.
The Legislature had just handed Romney a bill requiring that all public and private hospitals offer emergency contraception pills to victims of rape. The measure included the state's Catholic hospitals, whose opposition was based on religious grounds.
Romney said he could accept the measure if the pills simply prevented conception. But because the "morning after" pills can prevent a fertilized egg from developing, Romney said they could also be "abortion pills."
Romney had said he personally could accept abortion in cases of rape, incest and to save the life of the mother, but he nonetheless vetoed the bill.
"If it only dealt with contraception, I wouldn't have a problem with it. But it also in some cases terminates a life after conception, and therefore it ceases in that case to be a contraceptive provision," Romney said at the time.
"I indicated I wouldn't change abortion laws and I won't violate that promise," he added.
The debate stretches back to 2002, when Romney, then a Republican candidate for governor, answered "yes" on a candidate questionnaire distributed by NARAL Pro-Choice Massachusetts that asked whether he would support increased access to emergency contraception.
During the same campaign, Romney also promised not to alter the state's abortion laws.
Those two promises clashed when the Massachusetts House and Senate approved the emergency contraception bill.
"He went back on what he supported on the questionnaire by returning from vacation to veto a piece of legislation that would ensure broader access for emergency contraception," said Rose MacKenzie, director of policy for NARAL Pro-Choice Massachusetts. "Emergency contraception is not the same thing as abortion."
The bill required hospital emergency room doctors to offer the medication to rape victims, and made the pills available without prescription from pharmacies. A provision that exempted Catholic hospitals wasn't included in the final bill.
The medication is a hormone in pill form which, when taken after unprotected sex, prevents ovulation, stops the egg from being fertilized by sperm or stops a fertilized egg from attaching itself to the uterus wall.
It is most effective when taken within 72 hours of intercourse.
The debate was so contentious that Romney's hand-picked running mate, then-Lt. Gov. Kerry Healey, publicly broke with him and urged him to sign the bill.
Romney instead vetoed the bill at the end of July, 2005. Less than two months later the Massachusetts House and Senate easily overrode the veto.
Romney would try one more time to carve out an exemption for the state's Catholic hospitals, a move that would briefly throw the future of the law into chaos.
In December, 2005, just a week before the new law was to take effect, Romney's public health commissioner announced that Catholic and other privately run hospitals could be exempted from the emergency contraception law, pointing to an older law that barred the state from forcing private hospitals to dispense contraceptive devices or information.
Romney initially agreed, saying that while he personally believed hospitals should be required, at the least, to provide information about emergency contraception to rape victims, the new law couldn't supersede the old law.
"We have to follow the law," he said.
The new policy didn't last long.
Less than 24 hours after defending the proposed change, Romney scrapped the push to exempt private hospitals. He had come under intense pressure from women's groups, Democrats, the state attorney general and Healey.
Romney said that a fresh analysis by his legal counsel concluded that the new law in fact superseded the old law, and that all hospitals would now be required to offer the "morning after pill."
"On that basis I have instructed the Department of Public Health to follow the conclusion of my own legal counsel and to adopt that sounder view," Romney said. "In my personal view, it's the right thing for hospitals to provide information and access to emergency contraception to anyone who is a victim of rape."
The veto of the emergency contraception bill came at the time when Romney was contemplating his first run for president in 2008 and was staking out more conservative public positions.
A day after his veto, Romney explained it in an opinion piece in the Boston Globe, saying his anti-abortion views had "evolved and deepened."
"I believe that abortion is the wrong choice except in cases of incest, rape, and to save the life of the mother. I wish the people of America agreed, and that the laws of our nation could reflect that view," he wrote.
